According to GeekTyrant, it's looking that way, but only under one condition and that is if Steven Seagal isn't involved in the sequel as stated by director Sheldon Lettich.
Most know that Jean-Claude Van Damme was offered a role in the first film, but turned it down due to the role not being big enough. Personally, I think Van Damme should and will take a role in the sequel, especially if he's to be a villain. I, also, think he should've taken the role in the first one and it was a little disappointing to hear that it was a no go. Hopefully, he will be confirmed as part of the cast soon.
Concerning Steven Seagal, I really don't see him joining the cast since Lettich also said that he (Seagal) was asked to film a cameo in "The Expendables", but turned it down due to "a few bad experiences" between him and Avi Lerner, who produced the film. I'm not saying that I wouldn't want to see him do a cameo because I would, I just don't think it's going to happen. I'd be happy to be proven wrong, though!
